Russian Internet: Past, Present and the Future

Media has finally picked up on Russia “exiting the Internet”. What exactly does it mean and how did we get here? Do you remember how Internet came to Russia? What are the components needed for well-executed censorship and how does one fight it?

I have been following Russian legislation and tech related politics for several years. Last fall I have attended the ITU (UN technology function) as Finnish delegate, closely following Russian international technology goals. What does Russian government want from new technologies and how would ITU define them? Which coalitions are formed, which dissolved over the past years?
