Alba Brojka
Digital Policy Analyst
Alba Brojka works at the intersection of technology and democracy — asking how societies can shape digital tools that serve people, rather than the other way around. As a Digital Policy Analyst, she focuses on how governments navigate the digital transition without leaving citizens behind. At the heart of her work is a single question: what would it look like to govern digital technologies in a way that is genuinely inclusive and human-centred?
Over nearly a decade, Alba has worked across the institutions that shape European and global policy, including the OSCE, the European Endowment for Democracy, RYCO, and Albania’s Ministry for Europe and Foreign Affairs. Her work spans democracy support, institutional reform, and the practical side of getting big projects done in complex environments.
She holds an MPA in Digital Technologies and Public Policy from University College London and an MA in International Relations and Diplomacy of the EU from the College of Europe, with further executive training at Harvard Kennedy School and Stanford.
